The NIRA was strongly supported by leading businessmen, some of whom had helped draft the legislation. Gerard Swope, head of General Electric, was one of the first champions of this legislation—which legalized cartels and encouraged government spending on public works. This increased spending was designed to restore prosperity and benefit General Electric and all businesses. Harry Harriman, president of the U.S. Chamber of Commerce and a leading supporter of the legislation, argued that "it constitutes a most important step in our progress towards business rehabilitation." The National Association of Manufacturers opposed passage. After passage a prominent opponent was Henry Ford.[2]
The NRA was famous for its bureaucracy. Journalist Raymond Clapper reported that between 4,000 and 5,000 business practices were prohibited by NRA orders that carried the force of law, which were contained in some 3,000 administrative orders running to over 10,000 pages, and supplemented by what Clapper said were "innumerable opinions and directions from national, regional and code boards interpreting and enforcing provisions of the act." There were also "the rules of the code authorities, themselves, each having the force of law and affecting the lives and conduct of millions of persons." Clapper concluded: "It requires no imagination to appreciate the difficulty the business man has in keeping informed of these codes, supplemental codes, code amendments, executive orders, administrative orders, office orders, interpretations, rules, regulations and obiter dicta." The NIRA was overturned in May 1935 when the Supreme Court of the United States unanimously ruled in the case Schechter Poultry Corp. v. United States (295 U.S. 495, 1935), sometimes called the "sick chicken" case, that the Act infringed upon states' authority, unreasonably stretched the Commerce Clause, and gave legislative powers to the executive branch in violation of the Nondelegation doctrine. By then the NRA program had become unpopular and there was no effort to rewrite the legislation.[4]
There is controversy over the effectiveness of this act.[5] Section 7(a) helped promote the formation of labor unions, and led to the establishment of the National Labor Board. The act's lack of clarity and enforcement powers regarding unions led to passage of the Wagner Act in 1935, which incorporated Section 7(a).

I think we should still fill out the petitions, cross out the Dems names on the back and mail them directly to Spitzer. Even thought about mailing my useless license right along with it. Maybe if we got everybody across the state that disagreed with it to mail theirs in, they'd get the picture (plus, they'd already know where to return them to, right?).

You may be interested to know that yesterday, at the rally against Spitzer's decree that outlaws be awarded NYS drivers licenses, there was a table set up at which signatures were being collected on a petition. Interestingly, the petition form was the mailing that Godlewski and Jasenski sent out to District 4 residents. There were many folks gathered around the table all willing to lend their support to the cause.
Mr. Suhrada and I visited the table and inquired if the folks who were collecting the signatures were associated with the democrats campaign. We were told that they were not. They had been given the petitions by an office mate of one of the signature collectors.
Suhrada and I then explained to the masses who were gathered that Mrs. Lazzari and the members of the Republican minority in the Schenectady County Legislature proposed legislation during a televised press release several weeks ago that would prohibit the Schenectady County Clerk from issuing licenses to illegal aliens. We further stated that the legislation was prevented from being brought to the floor of the October 9th meeting by Chairperson Savage and the Democratic majority.
We explained that Godlewski and Jasenski had not taken a strong and public position on the issue until after the "debategate" (a.k.a., "tapegate") incident and after the Siena and Zogby polls were released showing that New Yorkers are overwhelmingly opposed to Spitzer's order.
Finally, we cited the return mail address on the petitions. It is that of the Schenectady County Democratic Committee. We suggested to those who organized the event that, if they wanted to ENSURE that the petitions are received by Spitzer, that they collect and deliver them directly rather than return them to the SCDC.
Godlewski's, Jasenski's, and Quail's political pandering attempts are making Kosiur's Sex Offender Residency legislation campaign ploy look sophomoric.
The dems know that they are in big trouble in this state...at all levels. They are pulling out all stops with lies, mudslinging and political pandering. We can start here at the local level by NOT voting for Godlewski and Jasenski who has played a major part of this deception. And by keeping Cooke out of the Supervisors seat in Rotterdam. Is the public informed enough about the county government to discern the deceipt, misinformation, and pandering of some candidates from the honesty and integrity of others? If not, how do we render them informed citizens?

Look for a mailing from the Schenectady County Democratic Committee (SCDC) to arrive in your mailbox before election day that will credit Jasenski and Godlewski for the 500 jobs that are being created at GE in Schenectady. As we know, Godlewski does not have a seat on the County Legislature. Jasenski has only been in the legislative body since June 11th, the day before he voted for the ill conceived Kosiur's (sex offender residency) Laws.
For your information, I encountered the Democratic candidates at a fundraiser at the Duanesburg Volunteer Ambulance Corps facility last week. Jasenski approached the table at which I sat to introduce himself to all. When he asked me how I was doing, I replied "Fine, but, I'm tiring of the crap that you're filling my mailbox with". I was referring to the mailings of misinformation, deception and fraud targeting his opponent, Carolina Lazzari. Jasenski replied that "only the good mailings" come from him, suggesting that he was not complicit in the mail campaign. I have difficulty with his statement because it suggests that either he is lying or he is unaware of the actions of his party. If it is the latter, it suggests to me that Jasenski is simply a pawn in the Democratic party game of control.
And, a word of advice to politicians trying to gain favor with me and the other voters in the county ... honesty and integrity trump lies and deception.
