It is the clerk who certifies all of the oaths of office and the minutes.
The info for handicap tags IS covered under HIPAA. That is medical information that has been transferred from one office to another. I spoke with DMV and the police.

Tippy the question you raise had nothing to do with a Deputy. Sure get one in place--it doesn't change the litany of things of which the Deputy is responsible. And I think you are misreading Tippy's posts. He IS saying the clerk's job is important. And one major function of the clerk's job is to appoint a DEPUTY so that person could take over in the event of an emergency.

Medical information means nothing if the individual(s) to which it refers is unidentified...and I don't think the medical particulars are specified on the original application anyway...only the doctor's name which, again, does not indentify the applicant. BTW, the Town Clerk has nothing to do with the approval or denial of FOIL requests...and frankly, I think just about anyone is capable of calling the roll at Board meetings and certifying their minutes.

What education level does a town clerk need? High School? 2 year degree? 4 year degree? A masters degree? Does it even matter? Of course not! There are no qualifications to speak of!
Ya just need to smile (optional), file, fill out forms and show up! Oh, and call FIVE names at a town board meeting! It is just a glorified 'clerks' job, drummed up by government bureaucracy. It doesn't even need to be a FULL TIME position. There are many many 'clerks' in this state that do not work everyday. It's not needed. And I would suggest rotterdam to do the same.
Hell, whenever I've gone to the TC's office, you could hear a pin drop. And to add insult to injury, you have to stand there and wait for someone, ANYONE....to come to the window. And that's no bulls!t either!!
