The hand outs I refer to are all of the senior benefits out there. There are many benefits from the office of the aging and heap. My mother's neighbor got a new furnace for free. And since she was eligible for heap, she automatically was eligible for food stamps and a lower rate on her phone bill.

So I can see where a senior might think these calls are is legit.

I believe you're thinking of the problems with getting a legal wire tap as all the phone companies don't like to have to let some agency place them on their facilities as they view it as an invasion of privacy issue. They have to let an agency place the wire tap if they have a court order. All police departments know how to get the location of a phone number as it's done all the time. The only department of the phone company that is authorized to give out a phone number is the phone company security department as an employee will be fired for giving out a persons phone number or location to someone other than security. You were wrong about the phone company charging a lot of money for the information. I worked the telephone company for 35 years so I really do know the procedures that have to be followed.
