You just posted "illegal" gambling isn't exclusive to schenectady.  In Joey's world, paying millions to the government to kick down the doors of "illegal" gambling houses and putting them out of business, while licensing a corporation to run the same games of chance is a society of gleeful bliss.  

Tony the bookmaker is an illegitimate criminal, Rush Street Gaming is a legitimate for profit business.

Corporations taking bets in the tune of MILLIONS of dollars are to be celebrated.  Individuals taking bets in the tune of thousands must be hunted like dogs by armed government agents and put out of business and jailed.  That's gleeful bliss.
