The impact of the debate over the Sex Offender Residency Law, sponsored by Ed Kosiur and passed by the Schenectady County Legislature in June (coincidentally the same time that Mr. Kosiur announced his candidacy for the 105th Assembly seat on the New York State Assembly) is becoming apparent as politicians' statements are changing to conform to party loyalties.  Sheriff Buffardi, who was initially quoted in an article by Kathleen Moore of the Daily Gazette as having concerns about the enforceability of the law has seemingly had an epiphany, now taking the position that the law has merit and that its provisions are enforceable.  County Legislator Robert Farley who voted for the legislation subsequently stated that he had concerns about the law and then later reiterated that he supports it.  The provisions of the law have NOT changed.  I have been spammed during recent days by pre-recorded telephone calls by partisans stating that the attention given to this issue amounts to fear mongering and scare tactics being used by those who oppose the law because of the dangers that it presents to the rural towns of Schenectady County and to the surrounding counties.  I look forward to the passage of the Special Election on July 31st after which we can return to the work of passing legislation that will represent all residents of the county and protect ALL of the children of Schenectady County, including those of the families in the rural townships.

There is no doubt that we all would like something done about sex offenders. They are your basic 'bottom feeders' of society. And it is clear that Kosiur, and all who supported this law, is clearly not the answer. Buffardi and anyone else in law enforcement should think twice before supporting this law. Surely the ACLU will in fact re-counter in defense of these preditors. Kosiur's law has actually turned the tables and made the law see the 'bottom feeders' as victims in this particular instance.

I said it before and I will continue to say it again...if these preditors are KNOWN to re-offend, then what the hell are they doing back out in society without a tracking device?

AGAIN...BY LAW..when a criminal has served their time and let out of  prison, they are FREE TO GO! Free to get a job, get married, have children, by a home in a community of their choice! THAT IS THE LAW OF THE LAND! Now Kosiur and his dimwit supporters are trying to change that. CAN'T BE DONE without a court battle that will clearly take place after Oct. 1st.

It's a no brainer here people....if they aren't safe enough to live within 2000' of a school, park or anywhere else children congragate, than what are they doing out in society. The message is that they are not safe to be out in society....than why are they?

I agree with Amedore....longer sentences and tracking devices. Funny how Kosiur is jumping on Amedore's band wagon now! Kosiur is surely following in Tonko's shoes by just telling the people what they want to hear!

These folks are nothing new....we just now all (as a society) are sitting here and looking at ourselves in the mirror.....we dont know what to call them, where to draw the line, what is deviant behavior, how far can we push the envelope call it legal and make $$, what is just for punishment/correction, how far to go to track them, who are the protectors, what is the acceptable age difference etc........

Public meeting slated on county sex offender law

   ROTTERDAM — Town officials have slated a public meeting for Thursday to discuss Schenectady County’s sex offender legislation.
   Supervisor Steve Tommasone said the board would like to host a town discussion about the law, which has sparked controversy across the county. He said the board might take action during the meeting on a resolution demanding the sex offender residency law be rescinded.
   The meeting is scheduled for 7 p.m. at town hall, following an executive session by board.
   Tommasone is among the fi ve county supervisors who have spoken out against the law. He fears the legislation could drive sex offenders from the densely populated areas of the county into the rural areas, such as Rotterdam Junction.

I agree with Mr. Tommasone's sentiments. However, if there is a posibility that they will in fact recind this law, all the better.
This entire sex offender law just may be the demise of Ed Kosiur's campaign. Ed Kosiur has convieneintly skirted this issue during this campaign. And Ed Kosiur and his think tank can say anything they want about this being a 'republican dirty trick tactic', but I happen to know that residents were up in arms LONG before it became a campaign issue. Sorry Mr. Ed Kosiur, but there are still some smart people who live in the surrounding counties whether dems or reps.

I hope that the Dems get the message that b4 they pass stupid legislation without asking their constituents it'll have consequences. I also believe that the sex offender law may cost Ed Kosiur this election and as you said Bumble the residents are upset over this legislation.

Wasn't this just "special interest's", interest at work again???....I'm all for doing something,,,but first as a society we need to know WHAT we are doing something about....where is the bottom line, the definition for deviant behavior, what is a sex offender, what is a sex predator,,,,,ya know back in the day when dating you always avoided the 'predator'......what are the foundations for our actions????

Can we hear the slippery slope or notice the rocks falling on our heads, or even see the ones we stumble over???

I don't think that we are walking around like that at all. I just think that the politicians needed to find a law to make, and since Scotia was in a tizzy about a sex offender living with another family in their neighborhood, Ed Kosiur and the dem machine, looked at it as a great political move.

And hence....the birth of a new unconstitutional sex offender law that is being dumped on the surrounding counties....WITH ED KOSIUR'S NAME ON IT was born!!!

The 'safety foundation'(no different than HIPPA for national healthcare) has to be laid before an all out 'public raising' of our kids in day cares to preschool to all day kindergarden can be touted as another political platform....they will say "folks have to work 2 jobs and need somewhere safe for their children to be 'raised'"......no one actually addresses the problem.....

This problem along with every other problem we face today has been around since the beginning of time. This generation just uses the fear tactics that the shepple seem to fall for.

I'm sorry to say, that bad things happen to good people and good things happen to bad people. And that is just the way it 'always' has been. But to think that the government, person or any other organization can come in and eliminate these problems is clearly not in the cards! Don't get me wrong, I believe in law enforcement and the protecting of town, city, state and the nations citizens....but don't pander to the citizens using fear tactics and lies to solve a problem this was and will always be a part of society.

The citizens of Schenectady and Montgomery counties have sent a clear message to Mr. Kosiur that they disapprove of his actions in sponsoring and promoting the Sex Offender Residency Law in Schenectady County.
Though certainly not the sole reason for Mr. Amedore's victory, the heavy voter turnout and the resounding victories that Mr. Amedore was awarded, particularly in the Towns of Princetown and Duanesburg, were testament to the effects of the grassroots movement to inform the public of the politically motivated and hastily passed legislation.  The fight to rescind and/or revise this ill-conceived law does not end with the July 31st election.  Continued pressure is required to influence change in the law to achieve representation for ALL the residents of Schenectady County.  Elections for several seats on the Schenectady County Legislature will occur in November.  Those Legislators who endorsed the Sex Offender Residency law by voting in favor need to be held accountable for their actions.

Besides holding those law makers accountable for their actions we also need to vote them out of office when their terms are up.

   An Executive Session will commence at 7:00 p.m. to be followed by the public meeting of the Town Board to discuss the recently enacted Schenectady County sex offender legislation.

Location: John F. Kirvin Government Center, Town Hall, 1100 Sunrise Boulevard, Rotterdam, NY 12306.


All those who are interested in the rescission or the revision of this legislation should attend and let your voices be heard.  This issue has long term implications for the rural areas of the county
